As written in the section of the the early variant I have listed, we can only speculate whether or not these were presented or were some form of gift.

This particular plate unlike the early variant has the later style "Bisque Adler" and a deeper dish like rim found on the 1938 and 1939 "Ehrenpreis". This would be the 3rd piece that I have seen inclusive of both variants.

Without some form of period literature that sheds light on what these were and why they were produced, it may not be known. It would seem based on several noted examples, two photographed here; that there was a reason for their manufacture.
